Family is the smallest core unit of a nation. From it, comes generations of a nation’s predecessors. Hence, developing a family means developing a small nation. It is an investment crucial to take. For this very reason, the Ministry of Social Affairs have allocated 96 billion IDR to fund the expansion of Program Keluarga Harapan (PKH) or Family Development Program in Papua and West Papua Provinces.
Family Development Sessions itself is a program for underprivileged families to get better access in medical and education services. In addition, Family Development Sessions will also support the rights for underprivileged families to get their rights for good nutrition and access to food.
The Director General of Social Security, Dr. Ir. Raden Harry Hikmat, M.Si explained that PKH has been started since 2007. It is a government instrument with the main purpose to improve the access of underprivileged families to get their right on health and education, including the rights to get proper nutrition.
The main challenges for the implementation of Family development Program in Papua is the availability of the facilities for health and education, the challenging geographic conditions and also the limited access to communication. Unfortunately these elements are crucial for Family Development Program in Papua. These challenges need to be addressed in order to have a successful program.
In 2016, as much as 1,018 people Jayapura was eligible to be included in Family Development Program in Papua. One family was entitled to have around 3.5 Million IDR per year, with other additions such as for pregnant women, which will receive around 450,000 IDR.
This year, in 2017, the allocation for the extension of Family Development Program in Papua Province is 34 Billion IDR, while for West Papua is 31 Billion IDR. The additional funding is around 15 Billion which will be disbursed four times in a year. Hence, from the total of 96 Billion IDR for Family Development Program in Papua, the total funding for Papua province is 50 Billion IDR and West Papua is 46 Billion IDR. That already includes funding for the disability and elderly welfare.
The Family Development Program has been carried out for 9 years by the Ministry of Social Affairs, and from the results that have been achieved by the program, it is worthy to be the center of excellence in poverty alleviation in Indonesia.According to the World Bank, the Family Development Program has been the most effective program to reduce poverty and social gap in indonesia. Hence it is crucial to implement Family Development Program in Papua.
The Ministry of Social Affairs is determined to extend the implementation of Family Development Program in Papua, in the hope that the Regency/City government would be assisted in improving the education and health system. These measures will lead to the improvement of access to social welfare for underprivileged families in Papua who need assistance the most.
